The Truth they don’t want you to know about Indira Gandhi’s assassination.

Revisiting the assassination that rocked the nation has not been an easy task for me. In this two part series, the first part talking in detail about less known facts of assassination and the second part dealing with Carnage and slaughter of Sikhs, I have tried to cover the details that were hidden by media and subsequent governments.

Chain of events- 31 Oct, 1984

Indira Gandhi was just done with the last touch ups and her make up artist, Sameer was working on her hair. Indira Gandhi never allowed people to be close to her. R.K Dhawan was probably the only person who didn’t really have to knock the door and seek permissions from madam. Irish filmmaker and journalist had requested an interview with Indira Gandhi. Indira Gandhi was fond of foreign press but a little inquiry was done into who Peter is, it was very simple for Indira Gandhi that if it is to be seen in the west, it is a yes. Peter Ustinov’s request for interview was approved on 28th Oct. Peter had requested 3 passes.

And in the evening, she was to host a dinner in honour of Princess Anne of Britain, Queen Elizabeth II and Prince Philip’s daughter, who was visiting India. She had directed R.K Dhawan to make changes in the guest list. A list of 28 names was to be excluded from list of people. The 28 people to be excluded were majorly Janta Party people and few Congressmen that Indira Gandhi disliked.

Gandhi, in a pale orange sari and black sandals and carrying a red cloth bag, walked out of her official residence at 1, Safdarjung Road, towards her office at 1, Akbar Road, abutting the residence. Ustinov was waiting there to conduct the television interview. Her attendant, head constable Narain Singh, held an umbrella over her, shielding her from the sun so that her make-up wouldn’t be ruined.

She walked across the lawn, she saw a server carrying a tea set, which was to have been placed in front of Ustinov and Gandhi during the interview. “Not this one”, she said, and instructed him to bring out a fancier tea set. Then she walked on the small cemented path of around 20 metres, surrounded by neem and oak trees, towards the gate separating the official residence and her office.

She folded her hands to say namaste to the guards stationed there when bursts of gunfire from the other side of the gate felled the Prime Minister. It was 9.09am.

R.K Dhawan records the incident and says that a total of 30 bullets were fired and she was on ground in a flash. Satwant singh fired with his sten gun. Sonia Gandhi hearing the gunshots came running out and called for the doctor. Dr. R. Opeh was the house doctor. They rushed to hospital in private car because the driver of the ambulance at Akbar road was missing. Gandhi’s son, Rajiv, was in Contai, around 150km from Calcutta, on an election tour of West Bengal. Sonia Gandhi sat in the car, cradling her mother-in-law’s head.

Dr Sneh Bhargava, former director of Aiims and former head of the radiology department who attended Indira Gandhi recalls that there was an atmosphere of tension and sadness. Dr. A.N Safaya was also attending the bullet loaded body of Indira Gandhi.

Satish Jacob was one of the few journalists to reach hospital within the minutes of incident. “She has been shot”, is the first thing Satish records from people outside AIIMS. The close aide of Rajiv Gandhi Vincent George also told Satish that she is shot.

There was no news on All India Radio or Doordarshan, the rumours were abuzz in Delhi that Prime Minister has been shot by Sikhs. Few knew what had actually occurred, but a First Information Report (FIR No. 241/84) was filed at the Tughlaq Road Police Station at 11.25am, based on the account of head constable Narain Singh.

Subramaniam Swamy who was in Mumbai fighting a case filed by Ram Jethmalani was not shocked at all. He said that he had warned Indira Gandhi to not go ahead with Operation Bluestar. He said that he had warned Indira Gandhi to change her schedule for the week as well.

The two assassins were mysteriously shot at during interrogation inside an ITBP (Indo-Tibetan Border Police) booth at the Prime Minister’s house soon after they surrendered. While Beant Singh died on the spot, Satwant Singh, 21, survived and was taken to the Dr Ram Manohar Lohia Hospital. R.S. Kulkarni, one of the members of a Special Investigation Team that probed the death, later wrote in a book that 444 officers and men drawn from various organisations worked in three shifts on the security of the Prime Minister’s house. Two of them had turned assassins.

Dr Rajeev Sood, head of urology, Dr Ram Manohar Lohia Hospital, was in the operation theatre when a nurse informed him that Indira Gandhi had received bullet injuries and was being brought there. ‘I was asked by our head of the department to receive her at the casualty. But to our surprise, the ITBP personnel brought in Beant Singh and Satwant Singh instead,’

Meanwhile, doctors at Aiims were still trying to revive Gandhi. ‘We had some 60 bottles of blood and we had used around 40 bottles. But her liver, lung and kidney were bleeding profusely. We could not control the flow of blood,’ said Dr. Bhargava

Rajiv Gandhi had been informed, and was waiting for a helicopter at Kolaghat on the outskirts of Calcutta that would take him to Calcutta airport from where he could catch a flight to Delhi. Pranab Mukherjee was with him.

BBC announced that the Prime minister is dead at 1pm. Satish Jacob says that he did it after confirmation from many sources. Rajiv Gandhi heard the news from BBC. Indira Gandhi’s death was announced by Dr Safaya outside the operation theatre at 4pm. She was declared dead ‘at around 2.23pm or so’, he announced. As the crowds that had gathered at Aiims started to disperse, the first reports of violence started coming in. Sikhs had been targeted in the Kidwai Nagar area, near the hospital.

All India Radio and Doordarshan however took a different approach in reporting the incident, the State mouthpieces reported “two Sikhs and one clean shaven one in the assailants”. The reporters didn’t clarify if the report is from sources or confirmed. It was not clarified if the clean shaven one is a Sikh. However later that day, the mention of clean shaven one was taken off air. Media reverberated with “two Sikhs”. Why was clean shaven one omitted?

Doordarshan went a step ahead and for complete 25 minutes showed the provocative sloganeering “Khoon Ka Badla Khoon”. Amitabh Bachchan, a Bollywood actor and then Congressman arrived at Teen Murti and joined the crowds sloganeering “Khoon Ka Badla Khoon”. Jagdish Tytler was seen by people in that crowd as well. However later, Congress called it Janta Party March and that it was not congressmen. M. Chandrashekhar of Janta Party is known to have organised peace march on that day, he immediately snubbed the allegation and this was later supported by all organisations.

The effect of Media provocation was quick records Communist Party of India-Marxist leader Brinda Karat. Brinda was in Connaught Place in central Delhi at an eye doctor’s clinic when she came to know of the assassination attempt. “Within no time mobs had started targeting Sikh establishments in the area.”, she records.

‘Slogan shouting crowds were roaming the streets and I could sense that there would be a lot of trouble. We learnt that Sikhs were being targeted in a very systematic way,’ She says.

Investigation.

Twenty days after the assassination of Indira Gandhi, Supreme Court judge M.P. Thakkar was appointed as a one-man commission to investigate the killing, lapses by the security and medical staff, and the possible involvement of foreign agencies.

It took Thakkar 4yrs to submit its report in March that concluded “There is no escape from the conclusion that there are weighty reasons to suspect the complicity or involvement of Dhawan in the crime,”. He also did not rule out foreign involvement

Dhawan is not the only official indicted. But while others, including security adviser Ram Nath Kao, the then Delhi Police commissioner S. Tandon and Intelligence Bureau joint director S. Ramamurthy, have been charged with dereliction of duty, Dhawan has been named as a likely accomplice. This confines the controversy mainly to Dhawan. In fact, of the 314-page report 213 are devoted to Dhawan.

Thakkar has charged Dhawan not only with being responsible for posting back Beant Singh and Satwant Singh after they were removed from Mrs Gandhi’s security, but also of manipulating the timing of Mrs Gandhi’s television interview on the morning of October 31, 1984, to facilitate the assassination. Later, Thakkar says, Dhawan doctored the interview entry in the appointments diary to cover his tracks.

Thakkar alleges that Dhawan lied about his closeness to Beant Singh, a fact other witnesses – Satwant Singh, Beant’s widow Bimal Kaur Khalsa and police officials – had testified to. Thakkar also attaches significance to Satwant’s claim that Beant asked him to make sure Dhawan was not hurt.

Thakkar’s reports did not matter as government started a parallel SIT and home ministry declared that R.K Dhawan had nothing to do with the assassination. Home Ministry said that although a foreign help cannot be ignored but R.K Dhawan had no role whatsoever in the assassination.

Sikh Genocide commissions record that it would have been uneasy task for congress to blame anyone else but Sikhs for that would make the genocide all the more worse because it will take away the reason for genocide as Rajiv Gandhi always maintained that it was due to anger in people. By proving Dhawan guilty, the anger would have shifted.

A very very senior congressman who didn’t want to named when he talked to PUCL had said that Indira Gandhi knew that Congress needed revival after operation BlueStar. It was then that this was lightly talked about. She said jokingly, “if my sacrifice is what Sikhs want, let’s give them that if it helps our cause in the future.” The statement was also a part of Her Bhubaneswar speech which was slightly altered on advice of R.K Dhawan.

Mr. Satya Narayan Sinha, former congress MP and close aide of Mrs Gandhi had always said that he knows the conspirators Of assassination personally and would be able to identify them if need be. He was never ever consulted. As a matter of fact he was seen as hostile to congress for defaming top brass. “Rajiv Gandhi was naive when he took oath and easily fell prey to the lobby that killed his mother. He never pushed for thorough investigation of his own mother, how do you think there will be justice for Sikhs?” he says.

“Why is Dhawan not taking a lie detector test?” Asks Narayan. He also points out to various statements by widow of Beant Singh where she denies the fact that Beant singh had refused to take 100/- from Indira Gandhi as gift. She says that he did bring 100/- note and expressed regret on doing so. The lobby that was bent to blame Sikhs and Sikhs alone had stated that Beant singh had refused to take gift from madam Gandhi and had expressed anger.

Narayan wrote to Professor Madhu Dandavate MP citing the conspiracy that needs investigation. In that letter Narayan had disclosed lot of things about assassination. However when Madhu wanted to read the letter, the speaker Mr. Balram Jhakkar did not allow that to be read. It was then demanded by Madhu to send the letter to home ministry for further investigation which was denied as well.

“It appeared to me that they (congress) deliberately wants to blame just Sikhs and hang Kehar singh as third person which he isn’t. There is no going back to undo riots but congress wants to snub Assassination because it comfortably gives them an evil moral ground to justify riots” Narayan in his interview to Forum Gazzete.

Narayan says that he was sleeping in his apartment in Birmingham when a British secret service friend rang him and told him to watch News. Narayan says that there is credible evidence from Peter Ustinov’s camera that was on and the film was telecasted live in UK. He says that Thakkar made haste in arriving at conclusions

Narayan’s interview excerpt

Narayan argues that Satwant singh and Kehar singh were hanged without investigation.

“Had all the facts been considered Satwant singh and Kehar singh would not have been sent to gallows. I was shocked to hear that Kehar singh was hanged without proving anything. It will further alienate Sikhs. No investigation proves his role as conspirator.”

In reply to the question about his relationship with Mrs Gandhi, and why didn’t he inform her about threat to her life, Narayan says, “Six months before the day she was murdered, I told her in a very explicit manner that some people are trained in Birmingham to take out her life. In fact the third person was one of them, I can identify him.”

“The government knew everything about this man’s involvement and the deep connections he had. It seems that they have no interest in revealing the truth now that they have already killed Sikhs and hanged innocents, but it is sad that a son never cared to find out who killed his mother.”

“I don’t know who helped this third person to escape and I want investigation into it.”

Aftermath of Assassination

There are many lies propagated about what happened after assassination. Many reports including PUCL & PUDR say that meetings of congress workers and ministers were held in late hours of 31 October to teach Sikhs a lesson. In my next piece tomorrow, I will talk about the plan, the execution, the lies and the bloodbath that rocked the entire nation from 1st Nov-8th Nov.

What to expect in Punjab Assembly session on 19th oct.

Punjab Assembly will have two day session on 19th-20th October

Background

The Farm bill agitations by farmers have intensified after the failure of talks between the farm unions and BJP led centre government. The Farm unions have announced to meet on 20th October to decide on further course and direction of protests.

Farm unions and opposition parties had requested Captain Amrinder Singh to bring in a session of Punjab Assembly to quash the state APMC act and declare entire Punjab as one Mandi. Captain Amrinder singh took his time to call the session not succumbing to the ultimatum of Farm unions and Shiromani Akali Dal.

A cabinet meeting of MLA’s held today decided unanimously to support captain Amrinder Singh’s decisions in the session to be held tomorrow. This means that an absolute power has been conferred to the chief minister by the cabinet.

Likely outcomes of the session

Everybody is waiting eagerly for the outcomes of the Punjab Assembly sessions. Some even believe that Captain holds the key to end the whole agitation by making key decisions. I have been following farmers agitation closely and here are the possible outcomes—

Possibility 1- Captain Amrinder Singh might go with the easier option of using Sonia Gandhi’s suggestion to negate Centre’s farm laws using Article 254 (2). This if done will solve the problem and will give farmers the much needed happiness. The whole responsibility of taking it forward will then rest on Punjab government.

Possibility 2- Captain Amrinder singh has another option that is widely discussed by farm unions and Shiromani Akali Dal; to declare entire Punjab as one Mandi by abolishing APMC act. This if put in action will make sure that captain wins 2022 by huge margins, but doing this is not easy task. Rahul Gandhi and Sonia Gandhi have maintained it as a part of their manifesto to keep APMC act and implement it throughout India. Congress party will have to go against its own manifesto to abolish APMC tomorrow.

Possibility-3- Declaration Of MSP as Statuary Clause and its violations deemed to be punishable. This is another likely possibility that has potential to end the farm agitations in one go.

The press release of Congress party however looks disappointing and I won’t be surprised if Congress just passes a resolution to go to Supreme Court against Centre’s laws with P. Chidambaram or Kapil Sibal as its lawyers. This possibility as outcome of session is most likely and would not change anything on ground.

Criticisms by opposition

Shiromani Akali Dal’s Bikram Singh Majithia held a press conference and expressed sadness that NO AGENDA or BUSINESS purpose has been given to opposition parties. He said “The session extension is unconstitutional and Congress party has extended the one day session to a two day session when it is the speaker who can make that decision.” He added that “no agenda or purpose of session has been shared with us”. Taunting Congress govt he said that Amrinder singh is playing a fixed match with Modi.

AAP delegation also held a press conference and announced that congress has called the session in an unconstitutional manner without sharing agenda. AAP members met the speaker and requested for a longer session of seven days to discuss the resolutions that congress party plans to bring forth.

It will be interesting to note what actually comes out after the session tomorrow at 11am.

Stubble burning is more political than an environmental issue.

It is that time of the year again when Delhi turns into a gas chamber and the smoke from Punjab reaches Delhi faster than the cries of the farmers. This time of the year brings with it the mudslinging game for Chief minister of Delhi and that of Punjab State.

Why does this problem exist?

In Punjab and Haryana, the paddy crop is usually harvested between the first and last week of October. The wheat crop is then sown from first week of November. Agriculture experts indicate and research shows that any delay in sowing wheat crop leads to poor produce. This gives the farmers a very short window of 15days.

These farmers regularly complain about the menace of rice straw – a product of mechanised agriculture – exacerbated by shortage of labour and lack of time. When paddy is harvested by a combined harvester and thresher, the machine leaves behind a significant length of stubble on the field. This prevents other machines from sowing wheat seeds. With only 10-15 days between the rice-harvesting season and the wheat-sowing time, farmers often burn the stubble to quickly eliminate the paddy stubble. An estimated 11million tonnes of stubble is burnt. If we listen to farmers they blame the conspiracy by the Monsanto company and the Laws enacted by Punjab for preservation of ground water which results in burning of paddy crop residue (stubble) by the farmers in the end of October or November.

Why do farmers burn stubble if it pollutes environment?

The mudslinging this year has already started with Delhi chief minister targeting Punjab and asking Captain Amrinder Singh to check stubble burning. Apart from Lokur committee set up by SC to monitor the incidents of stubble burning in the states of Punjab, Haryana, and UP, Punjab State has itself jumped into action with information campaign and spree of fines on farmers burning the stubble.

While the issue may appear trivial, Punjab govt and central government are to be blamed for this problem. Last year, the Supreme court asked the Punjab and Haryana governments to provide Rs 100 per quintal to small farmers to manage the stubble; given that the average productivity is 25.6 quintal per acre in Punjab, they may receive about Rs 2,560 per acre. But it seems many farmers don’t receive the amount – even though the government has assigned 8,000 nodal officers to oversee the compensation exercise, to prevent stubble-burning, and to increase awareness of alternate technologies. Farmers do not receive the amount leading to stubble burning. Punjab govt has complained about lack of funds citing Covid-19 and centre is unwilling to extend any help.

The fines imposed on farmers do not work at all. Punjab govt fined Errant farmers RS 6.1 crore in 2019. However, they have deposited only Rs 1 lakh thus far. Collecting fines from farmers is difficult, but more importantly doing so creates a hostile environment for local agricultural development functionaries. This hostile environment becomes all the more hostile due to ongoing Farm protests against the Farm bills. There have been repeated instances of agriculture and nodal officers being locked and chased away by farmers.

Punjab government has also been facing wrath of the combine owners. Around 400 combine owners are protesting the installation of a seeder equipment that uproots stubble. This equipment comes at a price of 1.5lac which is subsidised by government of Punjab. However the truth is that none of the combine owners has received any subsidy in the past leading to anger and mistrust. Another important point highlighted by both farmers and combine owners is that the machine leaves significant length leading to further costs of labour. An estimated 6000/- per acre is required by farmers using manual labour to uproot stubble government claims can be solved using combines with seeders. The cost using combines turns out to be around 2500/- per acre but the fact that is ignored by govt is that farmers need to use labour even after using the seeders leading to higher expenses. The combine owners are fined 50,000/- for not complying with the order to install the machine.

Is stubble burning really the cause of Delhi pollution?

Stubble burning no doubt is an environmental concern but going after farmers every year without offering any help is an act of institutional and constitutional dishonesty. This dishonesty prevails among environmentalists, policy makers, and the mudslingers of all political parties alike.

Prakash Javedkar said that stubble burning contributes only 4% to the pollutants in Delhi . The statement might have freed central government from any responsibility that comes along from Captain’s government for funds to tackle stubble burning but it definitely has not solved the issue. Deflecting the issue has worked in the past years as well and by the way it is going, it is working this time around as well.

If farmers and environmentalists from Punjab are to believed the issue of pollution by stubble is a non issue. According to Ominder Dutt, an environmentalist in Punjab, “The issue of stubble burning does not exist for 11months but the issue of industrial pollution in Ludhiana is prevalent, the water has become poisonous in the city but no one wants to address the big fish aka industrialists.” According to Oninder Dutt, the wastes from Thermal plants of Bathinda, Goindwaal, and industries in Ludhiana have done an irreparable damage to waters of Punjab. He expressed his sadness on dishonesty of environmentalists and politicians going after the farmers and not tackling the actual issues of pollution.

What are the solutions to stubble burning?

Ominder Dutt says that he has been able to convince farmers (although very few) to not burn stubble. He suggests that farmers in Punjab need to move to Nutritious Crop Farming. This is something that Prime minister talked about as well recently announcing 17 types of seeds. Ominder however admits that this has been taken up by farmers with small farms and will not become a practice until governments bring in the laws to make MSP on these nutritional crops. No farmer would risk growing a crop without an MSP and hence will always remain stuck in Paddy- Wheat cycle.

It is both impractical (in view the large number of farmers, running into millions) and also unjust to blame the farmers for the stubble burning. The farmers are not criminals, they are simply victims of the faulty farm mechanisation technology that is made available to them by the machine manufacturers. Therefore, instead of penalising and prosecuting the farmers, our focus should be on developing and improving the design of Combine Harvesters that do not leave the stubble behind. This can be easily done by the Combine Harvester manufacturers by slightly tweaking the design of their machines with a modified cutter that chops of the plant from the bottom, nearer to the base and does not leave behind the stubble. (The morale of the story is that if you want a clean shave, use a sharp razor and not a trimmer that leaves behind stubble.) The government on its part should strictly regulate and allow only such Combine Harvesters to function that conform to the laid down standards of stubble size.

Incentivising farmers and giving them their due as suggested by SC will solve the problem. The industries which are converting this agri-waste/crop residue into wealth in the form of cattle feed or fuel briquettes, may also be suitably incentivised and subsidised.

The aim of the article is not to snub the fact that pollution problem exists in Delhi-NCR but it is also wrong to blame farmers for the problem. It is time we all look into what is wrong and start holding government accountable for projecting farmers as criminals.

Farm bills Protest: An organic protest that can’t be handled with immaturity.

In this detailed piece I will try to explore the reasons for failure of talks between farmers and the Union government.

Reasons for Failure of talks 2.0

The assumption that farmers are not knowledgeable and have very little know how of farm bills costed BJP led centre government the failure of talks when the invite was extended earlier as well as today. It seems BJP does not want to admit that there is anything wrong in the bill. Making subtle changes in their Invite 1.0 which farm unions had rejected unanimously, they sent another invite that did not make a mention of ‘Educating and Convincing farmers on the bill’, which farm unions accepted.

One of the major reason for accepting the invite was the hope to talk to a senior level minister if not agriculture minister or prime minister himself. The farm unions were split on accepting the invite due to ambiguity of the invite’s agenda. Then why did they accept it if they wanted to reject and walk out of the meeting is the question every body is asking.

The assumption that farmers are illiterate on the benefits of the bill is a very immature assumption that costed centre this failure of talks. The first fifteen minutes of the talk were spent in a rather stupid PPT to educate farmers on which the seven representatives raised questions to which the secretary convening the meeting had no answers. “Everything we asked was noted in a notebook and we were told that it will be seen later on” said Balbir singh. “After some more small talk we asked if any senior minister is coming to the meeting to which we were told that the meeting was conducted to understand the position and explain the bills. This again is very immature approach. “, he said.

The secretary threatened the farm union representatives in the meeting that farmers protesting against BJP people who are conducting massive awareness sessions on bills in Punjab should not be harmed and that the onus lies on Farm unions. This again indicates the immature stand of centre government towards the farmers who are looked upon as goons by the government itself. Answering this, the farm union leader Balbir singh said, “If the ministers can go to Punjab to educate the people about the bills, why are we called here. The centre is playing a dual policy and clearly doesn’t want to backtrack on the bills. They can send their ministers to conduct online sessions in Punjab but they don’t have any minister to talk to us even after sending an invite. This is insulting to us and hence we walked out.”

Organic Movement has thrown out all political parties

The movements like this are very organic and clear. This movement reminds me of the Gurdwara reform movement that was very peaceful and without any political intent. I have praised farm unions for their ability to steer the movement without letting any vested interests hijack it. Here is how the parties stand in Punjab today.

Shiromani Akali Dal

Sukhbir Badal and Akalis made a great show of their march to Chandigarh from three Takhts earlier this month but that did not catch much attention from the farmers. In fact it was not even acknowledged by some farm unions. Some people in political circles even went to extent of calling it ‘staged’. SAD however has realised that it is better to stay away from the farm movement as of now. This however has not stopped Akalis from criticism of INc and mudslinging. As of today, the only thing Akalis can do is to condemn and announce solidarity with protesting farmers. Farm unions are in no mood to provide stage to Akalis and Akalis have also stopped wasting diesel in rallies.

Congress

Amrinder singh led congress government in Punjab faces more or less the same situation. Amrinder singh entertained Rahul Gandhi in Punjab and created a drama of the likes of SAD around Haryana border in their tractor rally. However congress realised it that farmers are not buying into their protests. As a matter of fact congress had to buy in protestors for its tractor rally on day one.

However being in power Amarinder singh has much more onus and can also solve problems to some extent. After failure of talks with centre, Amrinder singh finally realised that Punjab Assembly session should be called in to address the issue. It remains to be seen if Amrinder singh fulfils his promise of quashing the Punjab APMC act and declares entire Punjab as one Mandi. If Amrinder singh decides to do it, he is likely to steal the show for 2022 elections without making much noise.

Amrinder singh is also facing heat on lot of other issues including scholarship scams, Stubble burning issues etc which will hopefully be addressed in session on October 19th

What is next for farmers?

Farm unions had given up the ‘Rail Roko’ yesterday after their meeting in Chandigarh but after failure of their meeting today in Delhi they have decided to intensify their protests which means that stopping trains will continue.

Farmers are facing constant pressure from state government to let the carrier trains run citing the lack of coal in the state to run the thermal power plants. Farm unions however have rubbished the claims of state even after few thermal plants have shut their units. The argument presented by farm unions and a very valid one is that Punjab can easily buy cheaper electricity from national grid.

Another important obstacle with rail Roko is the deficiency of essentials in the Union Territory Of Jammu and Kashmir. The prices of essentials have sky rocketed due to stoppage of trains. The rumour mills have also played a huge part in helping the hoarding wholesellers to earn some money. It should however be noted that essentials like vegetables, fruits, chicken, eggs etc are running out of stocks in Jammu and Kahsmir.

Farm unions will be meeting tomorrow in Chandigarh to take a decision on how to scale their movement further. Farm unions have maintained that they will not travel to Delhi for any meeting and any meeting moving forward should have proper agenda, a declared minister who would attend the meeting.

The farmers have urged everyone to steer clear of any tactics to derail the movement. The movement is entirely peaceful but few agencies of congress are playing dirty games by attacking BJP people in Punjab. The recent attack on Ashwini sharma by congress men is one such attempt. The sacrilege of Sri Guru Garanth Sahib Ji is yet another attempt to derail the movement to give it a communal colour. No matter which side you are on, please do not encourage any rumours about farmers. Let’s help farmers in our small way.

Alienating minorities one step at a time: Exclusion of Punjabi language a big setback for its speakers in JK.

Narendra Modi led government has made tall claims in its second term and much to the satisfaction of its electorate has made sure that it crosses off every promise appearing in the manifesto. Kashmir has been an important part of the manifesto and all eyes were on article 370.

There is no denying that India is in a historical loop of making blunders that it has done earlier. From the wave of communalism, the absolute majority to get any bill passed and crush dissent, it is not new. The political experts weigh in that this period is exactly the mirror image of Indira Gandhi’s era.

Perks of Absolute Majority and constitutionality of Language Bill.

Jammu and Kashmir’s official languages were Urdu and English. The languages were chosen to avoid any complexities of conflict among different ethnicities & groups speaking other languages. Kashmir region with majority population of Kashmiri speakers has largely been satisfied with the twin language non communal formula. However it is worth mentioning that jammu region always had its complaints on the issue. This is largely due to the heavy population of non Urdu speakers. Even though it was every party’s agenda to play small politics with emotions of Janmuites but it never made any inroads into Gupkar.

One of the major promises and even part of BJP campaign has always been that Jammu region has been treated impartially in terms of finances, development, jobs or budget allocation for important projects. BJP no doubt was successful in convincing people about this truth but has fallen flat in doing anything about it post abrogation of article. As a matter of fact if the local parties of Jammu are to be believed, they feel cheated. The inclusion of Dogri was a small token in the process of appeasement of Jammu for taking a moral high ground of ‘We care for Jammu’.

Inclusion of Hindi raises questions.

An important part of Kashmir is its unique identity & culture. This has majorly been a reason for New Delhi to lock its horns with Kashmiris time and again. If Kashmiris are to be believed and rightly so, Sheikh Abdullah was very very right in saying that Kashmiris culture does not match with that of Pakistan or India. But india being secular nation is more close to the secular culture of kahsmir. With gradual shift in times and vilification of past, Kashmiris themselves have come to stage where they don’t want to be identified as secular anymore. Sheikh Abdullah and Unionists talking about secularism are slandered everyday, whereas a society based on Islam is glorified subtly or strongly. This rung bells in New Delhi and it proceeded with its project of ‘One India’ which includes ‘Hindi Imposition’ by hook or crook. The project is largely a failure down south but the cracks in Kashmiri society let this seep in. Hindi language technically has no or scanty number of speakers in Jammu and Kashmir both. The outsiders are the only ones who speak Hindi.

Exclusion of Punjabi an unfortunate and sad step.

Punjabi is the language spoken by people in both the provinces. In Kashmir it is largely spoken by Sikhs and few Muslim groups, whereas in Jammu region it is spoken by Sikhs, Hindus, and Muslims alike.

The punjabi language issue is a complex one at heart but exclusion is still not justified. It is argued that Kashmiri Sikhs speak Pahari whereas Sikhs of Jammu speak Dogri, hence punjabi language demand is not legitimate. This basis however is wrong and is put forward by people who have no knowledge of anything beyond their neighbourhood. In kashmir Sikhs speak punjabi and Pahari with some kashmiri in Tral and south kashmir regions. However every Sikh born in kashmir is fluent in Writing and Reading Punjabi language because it is the language of our scripture. It is the language under with Gurdwara documentation operates via Gurdwara act which is a govt passed act. Punjabi language has been part of schools and colleges for a very long time. In fact the 2001 reform lays impetus on punjabi language in Kashmir. Needless to say Punjabi was an important language during the Sikh and Dogra rule of Kashmir. How is it that we can get done with Punjabi then?

Kashmiri Sikhs led by Jagmohan Singh Raina have always pleaded for Pahari category to all the regimes. Governor Murmu was very close to recognising Sikhs as a Pahari speaking group which would have provided help to so many kashmiri Sikhs with Pahari speaking category Certificates. But instead governor administration decided to act intelligently and based the criteria of Certificates to be annual income and geography. Fair enough. This freed Kashmiri Sikhs from their demand to be recognised as Pahari language speaking group.

Before the bills were passed, many peaceful protests took place mainly in Jammu region and delegation of Sikhs met advisor to governor as well. Sikhs were convinced that their message would be sent to Home minister for reconsiderations. However the bills were passed immediately after agriculture reform bills with absolute majority backstabbing Sikhs again.

Constitutionality of the language bill

The language bill is just another attempt to polarise Jammu and Kashmir. After the bill many other language speakers like Pahari and Gojri speakers protested for their languages to be recognised as official ones as well. The bill opened a Pandora box of problems that did not exist at all. While we are happy that Kashmiri and Dogri find their due place but the bill has ignited the debate if it is constitutional to pass the language bill without consultation with state assembly (that doesn’t exist). Why was government in a hurry to pass the bill before elections? Why wasn’t any select committee sent to kashmir and jammu to talk to people or their leaders? It is worth mentioning here that the bill will definitely be a heated topic once elections are conducted and assembly restored in their state.

Opinion- Why have farm unions rejected Centre’s invite to talk and what lies ahead.

Punjab and Haryana is on roads for more than a month now. The political parties have tried to reap off the juice whenever they could but have failed in extracting anything out of these protests.

One has to appreciate the collective efforts of farm unions in keeping political elements out of their struggle. The struggle will be long and no political party is willing to endure the long struggles seems to be the thought behind it. The record of political parties in Punjab when it comes to farmers is also not very good. Backstabbing is a common phenomena in Punjab politics which is another reason to keep the vultures out of struggle.

Some experts are of the opinion that not providing the stage to political parties has kept the struggle away from national coverage that it deserves, while some others argue that national coverage is directly controlled by Delhi and has maintained the policy of showing ‘no dissent exists’. While both the sides have their valid points, here is exactly why the political parties have been kept away from stage of farm unions.

31 Farm unions of Punjab have always been split on their agendas and have rarely been under one roof. This has a lot of sub text with the top leadership of the farm unions being bought by whoever is in power in Punjab. Akalis owned more than half of the farm unions when Prakash singh Badal was active in politics. Akalis got in bad books of farm unions when they started putting party interests over farmer’s interests. Congress never really enjoyed any major support from farm unions except in bursts.

Farm unions believe that giving stage to political parties will divide the farmer movement into Akali farmers VS Congress farmers Vs AAP Farmers Vs BJP farmers (if that exists at all). The key decisions to keep political parties out were taken at the start of the struggle and farm unions have made sure that they DO NOT attend any meeting with any political party without representation from all 31 unions. This indeed is something to learn.

What lies ahead?

Captain Amrinder singh met farm unions before Rahul Gandhi’s visit to Punjab and assured them that he will call Punjab Assembly session to pass resolution against the Centre passed bills. However he changed his tones after Rahul Gandhi visited & gave a statement that since bills have been passed people should pick Rahul Gandhi in 2024 for him to undo the bills which is not only seen as an oxymoron but also backstabbing by farmers.

The concerns are- Why would Rahul Gandhi undo the bills that were and are still part of his manifesto in 2019? The second important concern that has become sore for Captain is going back on his promise of calling Assembly session. Captain may have ignored Akalis for their demand to call session but farmers are in no mood to listen. Angry captain therefore has issued a statement much to disappointment of farmers that farmers cannot dictate when the session should be called. This has proven farm unions right again in not trusting any political party.

So what lies ahead in protests? BJP think tank has been working hard to make farmers believe in every story but are not willing to put anything to paper. Farmer anger is increasing every day and episodes of BJP workers and ministers facing that anger in Punjab is everyday news in local newspapers. BJP’s Tarun Chug’s statements of threatening farmers has not gone down well with the unions. Tarun clarified after facing heat that he meant “congress workers in his statement”. Tarun had said that anyone who would stop or surround BJP workers will go back on stretchers. Similarly statements from Aviation minister Hardeep Singh Puri have been criticised by Akali workers and farmers as well.

With so much bad mouthing for farmers both by party spokesmen & IT cell, BJP still managed to bring out an invite for the farmers to talk. Farm unions have unanimously decided to boycott any talk that takes place prior to quashing of the bills. “This is no negotiation, we aren’t selling and they aren’t buying”, says Farm union leader. Farm unions have been very vocal about meeting Agricultural Minister Tomar and Prime Minister. They have maintained that they would not meet anyone else. BJP meanwhile maintains that all demands will be understood if farmers talk. This has reached a deadlock situation for farmers.

Captain Amrinder singh yesterday in a statement said that the protests should not go on for long time for it affects the economy of the state. He stressed that stopping trains affects the economy and he will not allow it. Supreme Court echoed in a statement regarding Shaheen Bagh yesterday that protests like Shaheen Bagh are well within the framework of constitution and are allowed but not at the cost of right of people to movement. This implies that if roads and trains are blocked by protestors, Supreme Court has ordered that local administration should do everything possible to move protestors to other regions where they don’t halt traffic or trains. This judgement is opined by many as a way to kill Punjab protests because it has come at a time when it was not needed at all, Shaheen bagh has died down and even if SC wanted to set up a ground rule, this time is apt for centre to use it. Does this mean we could see farmers against police very soon? Yes.

It is worth mentioning here that the struggle of farmers is far from over. Farmers will be subjected to more bad mouthing when stubble is burnt. The protests that have started against the bills are likely to get more legs with Combine owners and other orgs stepping in. The times ahead are tough for farmers and most likely everyone who has jumped into sudden activism around farm bills are likely to forget it, farmers will be struggling around it against deaf state government and blind central government.

Farm Bills have made Ground fertile for politics not for farmers.

This is not a very popular opinion but it comes with lot of historical context. The plight of farmers in Punjab has never been understood by any ruling party in Punjab. The recent farm bill row has only put that fact in concrete. The Farm bills apart from facing the heat of protests from farmers all over the Punjab have managed to do what all agricultural firms operating in Punjab could not. The Farm bills have brought the farm unions under one umbrella which has jump started the rusting engine of Punjab politics once again.

Why is it a challenge?

Farm unions have never been unanimous in their tone in past & have always played to the tunes of the parties with SAD majorly occupying the chunk of unions. When Sardar Prakash Singh Badal announced and worked on the channel system of irrigation, only 12 farm unions agreed to the ideas and others believed that it will deprive some areas from water. When the tractor tax was levied off even though it was something that all farmers should have technically loved, some farm unions opposed it as well.

Farm unions getting together setting apart their differences to fight against Farm bills have made all parties think of their stand on the bills. So just in case you had started to assume that political parties in Punjab with huge rallies have something to offer, you are wrong.

In this piece I will discuss why BJP, Congress, SAD & AAP all of the main parties in Punjab are polishing their own agendas with little or no actual interest in the farmer.

Shiromani Akali Dal

Shiromani Akali Dal or SAD as it is known with stalwarts like Prakash Singh Badal & Sukhbir Badal has always projected itself as the party of farmers. In each and every statement that Badal has released or said, he has maintained that “99% of Akali leaders are farmers and 95% of Akali workers are farmers.”

This statement is not factual at all. Akali workers and Akali leadership is remotely connected to farming themselves. Yes they own acres and acres of land, more land than any average farmer owns in Punjab but they have not worked on their land for a single day. Most of their projects are already owned by Adanis and Reliance including the organic farming projects. These rich farmers with political interests have connected with the private players long before the bills were even introduced. The difference being them and average farmers worries is that no private player would like to mess with them in the long run whereas an average farmer would not be able to bear costs of a legal battle with any private firm. This fact is confirmed by presence of large silos and storehouses in Akali lands in Punjab. The lands that were given to private players during Akali tenure.

Another major card that Akalis have been playing is that of a legendary party. This not only means that they steal the credit of all the work that Joint Akali Dal did in 1970s-1980s but also the work done during British Raj. A simple look at history establishes that Shiromani Akali Dal is a relatively new faction that has nothing to do with Gurdwara reform movement at all. That credit is unduly taken by current SAD due to ignorance of a generation. Akalis claim to be representative of Sikh politics which again is not true. Sikhs have been known to be united in groups, and this fact is used by all regimes sitting in Delhi to use Sikh sentiments. Jarnail Singh Bhindranwale for example united Sikhs because congress wanted to use Sikh collective vote bank. Akalis were an opposed group to him and enjoyed more support than he did. How is it that any party can claim to be Sikh face when Sikhs have never been under one umbrella since Ranjit Singh’s time? Akalis were denounced for their silence in 1984 June as much as congress was. A knowing Sikh blames Akalis as much as congress. The claim to be a Sikh face in politics today by Akalis is nothing more than farce.

This brings us to question of why is SGPC in support of Akalis?

SGPC is the Sikh organisation and no doubts the representative of Sikh interests. There is however no denying that SGPC has always been a mouth piece of SAD in recent past. The current SGPC moves are more or less governed by SAD. If a statement is needed from SGPC in order to gain Sikh sentiment for SAD, it is issued. This however doesn’t mean and imply that SGPC works for SAD. It simply means that one is used by other when needed.

Farm unions and common man of Punjab has raised questions on silence of Harsimrat Kaur Badal in the Parliament when ordinances were passed. Sukhbir Badal has repeatedly said in his speeches after quitting NDA that the party was not consulted enough. This is not true again. Sukhbir was sent to farmers to collect the grievances of farmers. The farmers did not agree on anything less than ‘statutory writing that MSP won’t go away’. But is this what Badals conveyed ahead? BJP says NO. Sukhbir says that he was convinced that once ordinances are passed the writing will be included in the bills. This statement by a politician indicates his lack of knowledge on the subject of parliamentary affairs. The day BJP failed to include MSP in ordinances was the day it was decided but Sukhbir kept silent which he defends now that he did not know at all.

Farm unions have called out the splitting of alliance a farce and something that can not be for farmers but for the better interest of SAD in Punjab politics. The alliance should have broken on the day ordinances were passed but it did not. The breaking up of alliance is nothing more than an effort to strengthen SAD in Punjab because it is losing its ground.

Punjab’s majority as well as Hindu minorities have their grievances of SAD. Sumedh Saini is the living threat to the image of SAD in Punjab among majority community along with the favours done to Ram Rahim. The sacrilege cases and the immunity provided to the provocateurs adds fuel to fire for anger against SAD.

SAD used Gurdwaras or Sikh TAKHTS in their rally recently where they aimed to submit a memorandum to Governor. The rally has been questioned by all wise and sane people equally.

1. If the rally really was aimed at submitting a proposal or memorandum to Governor why was it that Chandigarh administration was not made aware and permissions taken?

2. The rally was mere show of its strength in Punjab which it did successfully.

3. Never have been leaders arrested and released within 15minutes. Many people have argued that the arrests at Chandigarh border were staged by SAD.

Whatever it is, I leave you to be the better judge of what is happening in Punjab as far as SAD is concerned.

Congress or Amrinder Sakar

Amrinder singh or Captain Sahab which is how he likes to be addressed is far from being a Sikh representation and he doesn’t claim to be so in his defence. Not going into his ancestors and their treacherous nature to Sikhs because that is not scope of this report, Captain is by far the most loved congress man in BJP. Yes he is the only congress person that BJP loves. Captain unlike many congress people is wise and knows how to use his cards well.

Captain has kept Punjab’s minorities scared with the threat card of Khalistan and how he is the only saviour of Punjab. Punjab’s minorities love captain for his stance which is hollow like the right wing propaganda of Khalistan. Not ignoring the threat of a border state but Khalistan card is the brain child of Congress in modern day and times. Captain in June said that there is no threat to Punjab. The same captain came up with a statement few days ago that Khalistan elements might hijack the farm movement. He knows how to play with the minorities in Punjab. In order to be seen as a saviour he has made many promises including ‘De radicalisation camps in Punjab’ which has made him a favourite among top brass of BJP that is largely ignorant on Khalistan or its threats. They see captain as an expert on it which he clearly is not.

Captain’s image has gone down due to the Farm bills and he has been questioned more by farm unions. Farm unions recently met him and he assured that he will bring in a session in Punjab Assembly to declare all of Punjab an APMC Mandi. The Farm unions feel betrayed as on this day because this hasn’t been fulfilled.

Captain also called a session before centre passed the bills to send a proposal to assembly to consider the demands, turned out the document was in Chandigarh eating dust while the bill got passed in Delhi.

Captain has also faced heat for his involvement in the team that decided and discussed the Farm bills before they were passed. As per agriculture minister Tomar, Captain and MP cm both were part of the meeting. This leaves captain ground less and hollow in his opposition to the bill.

Captain even sent Manpreet Badal to attend the Niti AYOG conference in Mumbai before the bills were passed where Manpreet Badal appreciated the bills.

Captain follows the text book model of congress governance which means no checks on corruption & rampant scams. Captain has been widely successful in pushing the scam of scholarship to Dalit children under the carpet. Not only that he has also given clean chit to Sadhu Singh Dharmsot (minister involved in scam). The whistle blower Kirpa Shankar Saroj has been transferred.

Captain has another scam of Covid-19 kits that has been pushed under the carpet due to the Farm bill protests.

Captain like SAD has been a party to shielding Sumedh Saini as well.

If we are to believe Farm Unions, they see no difference between Captain and Sukhbir Badal as on this day.

The less we talk about BJP & AAP better it is in context of their role in Punjab. AAP has been successful in bursts in Punjab to push the genuine demands and sentiments which should not be taken away from them. When it comes to farm bills, AAP has been an equal party to the complicit people as have been SAD and Congress. AAP spearhead in Delhi or party as a whole has not talked about farm bills. Bhagwant Mann is the lone figure shouting on top his lungs but he decided to walk stay neutral when the bills were passed.

BJP has tried to fire gun using captain’s shoulders in Punjab and will always do that. The recent announcement to contest on all seats of Punjab is something that everyone is looking forward to. There are many questions on functioning of BJP overall in the country and Punjabis unlike others evaluate the party based on how it has done for Sikh interests. The exclusion of Punjabi language and rampant arrests of Sikh youth in UAPA has given an anti Sikh image of BJP in Sikh vote bank. A lot remains to be seen how BJP fires its gun in Punjab.

If you have read it thus far, it should be clear that farm unions and farmers have nothing to do with either Khalistan or the parties in Punjab. The demands of inclusion of MSP in writing and as statuary clause are legit and should be addressed well on time. The protests that go on for a very long time can be hijacked by anyone. It is time Modi shifts his attitude of “never taking back a bill” to “let’s consider this”
